With a Shield controller this issue isn't there. It's basically like turbomode enabled and you can't navigate like you normaly would since a simple button press will bring you down several colums. And it's not that it's not recognized it's just that with a light press on the d-pad it jumps through menus like crazy. The only emulator it doesn't work is PPSSPP.
It basically makes the Shield TV (or a PC) believe that the WiiU Pro Controller is a Xbox 360 pad which is natively supported by the Shield Tv and I use it all the time, especially for Retroarch and it works everywhere. I have a Shield TV and and an adapter like this.
So, I have a very specific issue which only applies to PPSSPP.
